Boot new xbox, then boot old xbox: New one has open NAT, old one has strict. Boot old xbox, then boot new one: Old one has open NAT, new one has open NAT. These 2 scenarios happen without fail, so, I don't believe there is any issue with pfSense itself, but rather, something goofy microsoft did to the xbone in later hardware releases.
